A Philadelphia budget: Wage Tax, rowhouse bills and the cost of crossing the boundary

Start with take-home pay, not a national cost-of-living score
Philadelphia's Wage Tax can change a relocation comparison materially. As checked September 27, 2026, the city's Wage Tax guidance lists rates effective July 1, 2026 of 3.735% for residents and 3.425% for nonresidents. The page explains the scope of the tax; your employment and work arrangement determine how the rules apply. Do not assume a move outside the city removes the obligation when you still work in Philadelphia.
A narrow example you can replace with your own figures
For an illustrative $80,000 of wages fully subject to the 3.735% resident rate, the arithmetic is $2,988 a year, or $249 a month. This is only a Wage Tax illustration, not a calculation of total taxes or take-home pay. Federal, state and other circumstances are not included. Ask payroll or a qualified adviser to confirm your actual treatment, particularly for hybrid work or a cross-state move, then put the resulting net-pay figure into the budget.
Ask how the home is heated and billed
An apartment in a divided rowhouse may handle heating, hot water and electricity differently from a large managed building. Ask which accounts are yours, whether any service is shared and how shared charges are calculated. Request representative bills for the actual property where available. Keep those figures separate from a citywide average, which cannot tell you about the equipment, insulation, household size or thermostat habits in your chosen home.
Compare a suburb as a complete scenario
A Conshohocken or Jenkintown rental may need Regional Rail spending; a Collingswood option introduces PATCO; an address far from either station may add parking or another connection. Use SEPTA's planner and the PATCO schedule to establish the journeys first, then obtain current fares. Add the car costs you would retain rather than crediting yourself with savings from a car you do not actually plan to give up.
Keep moving cash separate
Record deposits, advance rent, application charges, the truck, possible curb reservation and any overlap between leases. Mark refundable money as tied-up cash rather than a recurring expense. If moving into a walk-up, give the mover accurate stairs and access information before accepting a quote. If buying, replace rental deposits with the lender and settlement provider's property-specific cash-to-close figures, then add the initial work identified in inspections.
Finish with two totals and a list of unknowns
Your useful output is a monthly total after the move and the cash needed before it. Beneath them, list items still awaiting a quote: utilities, parking, insurance or repairs. Use historical Census figures only as broad context, not as current asking rents for a particular neighborhood. A comparison that visibly admits three unknowns is more reliable than a polished estimate that silently substitutes a regional average for each one.
