Request the documents before the final decision
Philadelphia has specific rental paperwork worth asking about early. The Fair Housing Commission's rental-suitability guidance explains the Certificate of Rental Suitability and Partners in Good Housing handbook for a new lease, alongside licensing and lead-document requirements. Ask the landlord for the applicable documents for the property and use the city's resources if something is unclear. This is more useful than accepting “the building has always been rented” as evidence that everything is in order.
A divided rowhouse needs a utility conversation
If a former single-family house now contains several apartments, identify what belongs to your unit: thermostat, hot-water equipment, electrical meter, laundry and any outdoor space. Ask how bills are allocated if a service is shared. Check where you put bins and whether reaching the laundry or yard requires passing through another person's space. These details affect both cost and privacy, and are easy to overlook when a listing focuses on exposed brick or a renovated kitchen.
Treat lower-level space as a specific inspection task
If a bedroom, living area or storage area sits below street level, examine light, ventilation, signs of water entry and the exit arrangement. Ask the landlord to explain past repairs or staining and confirm that the offered use is permitted. Do not assume that a furnished basement photograph proves the space is appropriate for the use advertised. If you are unsure, seek clarification from the relevant city resource or a qualified professional before signing.
Listen vertically as well as from the street
In an older attached building, ask what is above, below and next door to the unit. Visit when possible during the hours you would be resting or working from home. Walk the stairs with the sort of load you will carry, and measure tight turns if you own large furniture. If the property is above a business, locate its deliveries and waste collection. The useful question is how this particular unit functions, rather than whether rowhouses in general are good places to live.
Check the address behind the marketing name
A listing described as Fishtown, Fairmount or University City can sit farther from your intended station or destination than you expect. Use SEPTA's maps to test the actual route and inspect the walk. If a bus or transfer is needed, include it honestly in the comparison. A cheaper unit can still be the better choice, but you should know what routine you are choosing.
Leave the viewing with an itemized offer
Ask for base rent, deposits, nonrefundable charges, parking, pets, utilities and the date possession is available. Confirm who handles urgent repairs and how ordinary maintenance requests are submitted. If you will need a moving truck on a narrow street, check access before booking. Keep the paperwork, fee sheet and your observations in one file so that your final choice is based on a complete offer rather than the most memorable room.
