Renting in Los Angeles: check the unit, the city and the parking agreement
Use the RSO lookup correctly, then inspect heat, noise, access and the full lease offer.

Confirm that the address is in the City of Los Angeles
An “LA” listing may be in a separate city such as Santa Monica, Burbank or Culver City. Identify the jurisdiction before using a rental rule you found online. City-specific protections and registration systems cannot be assumed to cover every county address. Keep the full street address and unit number in your notes, and ask the responsible housing office when the boundaries or unit status are unclear.
Use the RSO lookup as the beginning of a question
For a City of Los Angeles property, LAHD's RSO property-search instructions explain how to use ZIMAS and its Housing tab. Crucially, a “Yes” can mean at least one unit at the property is subject to the Rent Stabilization Ordinance; it does not establish that every unit is covered. Verify your specific unit with LAHD as needed. A different result is not a blanket statement that no other tenant protection applies.
Put parking in writing
Ask whether a space is included, assigned, shared, tandem or rented separately. If you would have to move one car to release another, decide who manages that arrangement and whether it fits your working hours. Inspect the actual space and access route with the vehicle you intend to use. Street parking should be evaluated against the posted restrictions and your arrival time, not a midday viewing when several spaces happen to be available.
Test the equipment you will live with
Ask what heating and cooling equipment is provided and who maintains it. Do not infer air-conditioning from a renovated interior or a neighboring unit. Check window operation, laundry, ventilation and the location of the electrical panel or other equipment you may need to access. If there is a balcony, shared yard or roof area, confirm whether its use is included in the lease rather than merely visible in the listing photographs.
Listen to the actual surroundings
For an apartment near a busy boulevard, freeway, venue or loading area, visit when the relevant activity is happening and listen from the rooms you will use. A courtyard-facing unit may differ from one in the same building facing the street. If considering hillside access, carry something along the route and check the stairs and delivery arrangements. Those observations help you choose a suitable home without assigning unsupported ratings to an entire neighborhood.
Compare a complete lease offer
Get a written list of base rent, recurring fees, deposit, parking, utilities and move-in charges, together with the possession date and repair process. For services you must arrange, check the provider for the address; LADWP's start-service page is the relevant starting point where LADWP serves the property. Finally, test the commute on current Metro maps or at your actual driving hours. A rental is the combination of the unit, the agreement and the journeys it requires.
