St. Elmo housing, historic-property work, free shuttle and groceries
About St. Elmo
Saint Elmo lies at the foot of Lookout Mountain, where residential streets meet the commercial blocks near the lower Incline Railway station. Route 15’s free shuttle follows Saint Elmo Avenue toward downtown; exterior work in the separately mapped historic district has its own review process.
West 50th Street rentals and St. Elmo Court
Empire Property Realty lists a one-bedroom, one-bathroom apartment at 1205 West 50th Street, Unit 2, with central heating and air conditioning, a separate dining room and on-site laundry. Pets are subject to breed, size and fee restrictions. The manager’s contact is 423-531-4444.
St. Elmo Court Apartments, at 4625 Saint Elmo Avenue, is marketed as a senior community with studios, one-bedroom and two-bedroom homes in the former St. Elmo Elementary School. Its operator lists free on-site laundry, an elevator, a computer room with Wi-Fi, an exercise room and private parking on the grounds. The leasing contact is 423-825-5000.
Historic-district work has a separate review process
Chattanooga adopted updated historic guidelines on April 7, 2026 and began using them on May 22. The City’s historic-planning page links the current guidance and Saint Elmo district map. The designated zoning area is more specific than the wider neighborhood name: exterior changes and new construction within it go through staff or Historic Zoning Commission review, depending on the work.
A Certificate of Appropriateness is separate from building, demolition and land-disturbing permits. The application asks for a detailed work description, current photographs, materials and scaled plans. The City lists 423-643-5834 for its development review planner.
Route 15 links St. Elmo Avenue and downtown
CARTA’s Route 15 St. Elmo/Incline Shuttle is free. Its timetable effective August 23, 2026 connects 56th Street and St. Elmo Avenue with Shuttle Park South downtown, serving St. Elmo Avenue and Broad Street. The route page links the current map, timetable and bus tracker. The Incline Railway is a separate attraction at the neighborhood’s mountain edge.
Tennessee Avenue groceries and takeout
Food City’s Saint Elmo store is at 3801 Tennessee Avenue, with regular hours of 7 a.m.–11 p.m. daily. The store lists produce, a bakery and deli, seafood, a café and a fuel station. Its posted holiday hours close the store at 3 p.m. on Thanksgiving and 6 p.m. on Christmas Eve, with Christmas Day closed. The store number is 423-821-0023.
Little Coyote at 3950 Tennessee Avenue provides a nearby takeout option. The restaurant’s own site lists evening opening from 4 p.m. on weekdays and lunch opening on weekends, with parking behind the building. Its food and drink service has different hours, so the kitchen schedule is the useful reference for collecting a meal.
