About Astor
Astor’s older residential streets sit near Green Bay’s Fox River corridor. Some historic houses were converted to apartments, while One Astor Park remains under construction, with the developer targeting summer 2027. Route 11 serves the hospital area with limited Saturday hours.

Porlier Street gives access to the state trail, alongside Astor Park and St. James Park. Historic-property review and overnight parking rules affect practical housing decisions.
Older homes and exterior changes
Astor includes a National Register historic district, designated in 1980. The neighborhood association’s history also records the conversion of some older houses into apartments. That gives Astor a housing history beyond detached owner-occupied homes, although those past conversions do not establish what is available to rent today.
For a historic property, Green Bay reviews exterior work such as siding, replacement windows, roofing and fences through its Certificate of Appropriateness process. General maintenance is excepted from the stated review rule. The city’s parcel map and inspection department, 920-448-3300, can establish whether the specific property is historic; exterior review and a building permit are separate requirements.
One Astor Park is future housing
One Astor Park is a planned 128-apartment waterfront development beside the Fox River corridor. The developer currently lists it as under construction, with completion in summer 2027. It should not be counted as a place available for an immediate move.
The advertised design includes indoor parking, a rooftop patio, fitness facilities, a co-working space and a dog-wash station.
Porlier Street access to the river trail
The Fox River State Trail starts at the end of Porlier Street and runs south toward Allouez and De Pere. Brown County describes the surface from the trailhead to Lasee Road in De Pere as paved, with a different limestone surface farther south. Posted state-trail hours are 5 a.m.–9 p.m., so it is not an unrestricted late-night route.
Walking is free. Cyclists and inline skaters aged 16 or over need a state trail pass: $5 for a day or $25 for the calendar year, per person. Two adults cycling regularly would therefore need two passes, totaling $50 annually at the posted rate. Dogs are allowed on a leash no longer than five feet under the county’s rules.
Astor Park and St. James Park
Astor Park at 1100 Porlier Street has a playground, basketball and tennis courts, picnic areas and restrooms. The city lists park hours of 6 a.m.–10 p.m. It also lists a wading pool and an ice rink, but these are seasonal facilities; the association describes the rink as unsupervised and dependent on weather.
St. James Park at 744 South Monroe Avenue is a separate neighborhood space with a bandshell. The association’s calendar documents summer concerts there, including the 2026 City Band series. Concerts are a summer activity, while the park remains a separate destination from Astor Park’s playground and sports courts.
Overnight parking for a house or apartment
Astor streets follow Green Bay’s year-round ban on street parking from 3–5 a.m. A houseguest who can park outside during the evening may still need another overnight arrangement. The city offers temporary permission for eligible situations, requested before 2 a.m. using its online form or 920-448-3438.
The normal exception process covers residential properties with three or fewer units, but excludes complexes with four or more units. That distinction matters for an apartment in a converted house: the building’s unit count determines whether this exception route is available. No night-parking permission is granted during a snow emergency.
Route 11 through the hospital area
Route 11, the Sky Line, links the Transit Center, Central Library, the hospital area and Allouez. Its map marks Bellin Hospital and St. Vincent Hospital as destinations. Direction matters in Astor: the outbound timepoint is Porlier Street at Webster Avenue, while the return timepoint is Porlier Street at Jackson Street.
The current guide lists half-hourly weekday service from 5:15 a.m.–6:45 p.m., with the last Transit Center departure at 6:15 p.m. Saturday service is hourly from 7:45 a.m.–1:15 p.m., with the last departure at 12:45 p.m. A shift ending after 6:45 p.m. on a weekday or 1:15 p.m. on Saturday needs a different ride home.
