Virginia Beach guide

Living in Town Center or Oceanfront, Virginia Beach

Apartment layouts, overnight parking, a scheduled Route 20 journey and weekly errands for two Virginia Beach districts.

Town Center and Oceanfront offer two different apartment bases in Virginia Beach. Town Center places housing among inland offices and commercial blocks. Oceanfront puts a home closer to the beach, with resort parking rules and seasonal transport services becoming part of the routine.

Apartment buildings and floor plans

Town Center’s residential directory names Premier, The Cosmopolitan and Encore 4505. The Cosmopolitan at 4556 Columbus Street advertises studios through three-bedroom homes, in-home laundry and corporate apartment leasing. The directory provides links to the buildings’ leasing teams.

At the Oceanfront, Aqua on 25th is at 300 25th Street. Its layout catalog includes studio plans of 437 and 705 square feet as well as one-, two- and three-bedroom apartments. These examples show how much studio sizes can vary within a single building’s catalog.

Public parking and overnight permits

In Town Center, public self-parking is free in the streets and covered garages, with two-hour limits on some spaces and garage floors. For a resident, the building’s assigned-space or garage terms are a separate part of the lease.

At the Oceanfront, the city’s Residential Parking Permit Program restricts most resort residential streets between Rudee Loop and 30th Street from 6 p.m. to 6 a.m. daily. The linked enforcement-area map identifies the restricted streets. Residential and guest permits expire March 31, and specified holiday periods have round-the-clock restrictions.

For occasional resort visits from elsewhere in the city, Virginia Beach residents can apply for the $50 annual parking voucher at participating garages, lots and metered spaces. That credit is a different program from the permit needed on restricted residential streets.

Route 20: two starting points for the rail connection

Route 20 connects both areas with Newtown Road rail station and Downtown Norfolk Transit Center. Its published weekday timetable gives one early example: the bus leaves Parks Avenue and 19th Street at 5:15 a.m., passes Virginia Beach Boulevard at Constitution Drive at 6:08 a.m., and reaches Newtown Road station at 6:18 a.m.

On that scheduled trip, the Oceanfront-to-station bus segment is 63 minutes; the Constitution Drive-to-station segment is 10 minutes. Walking to the stop, waiting and any onward train journey add time. These figures describe that one trip in the timetable effective May 10, 2026, not an average commute for either district.

Weekend service has its own timetable. Meanwhile, VB Wave and Bayfront routes have published summer and September operating periods. Route 20 is the year-round bus connection covered here; the seasonal trolley schedule does not cover a winter trip.

Groceries and evening library hours

For Town Center, Wegmans at 4721 Virginia Beach Boulevard provides an early-to-late supermarket option, with regular hours of 6 a.m.–midnight daily. The Oceanfront’s Harris Teeter is at 2800 Arctic Avenue, inland from the boardwalk, and has a pharmacy.

The library schedules produce another difference. Central Library at 4100 Virginia Beach Boulevard stays open until 8 p.m. Monday–Thursday and offers seasonal Sunday afternoons. Oceanfront Area Library at 700 Virginia Beach Boulevard closes at 7 p.m. Monday–Thursday and is closed Sunday, but its drive-up service begins at 9 a.m., an hour before the building opens.

The Town Center profile and Oceanfront profile link the relevant apartment operators, stores, library information and transport pages. They complement the city guide for utilities, flood records and aircraft-noise disclosures.
