About Kutzky Park
Kutzky Park lies west of downtown Rochester, with tree-lined residential streets, older houses and newer apartment buildings near Mayo Clinic. Rentals include furnished studios at The Park and studio-to-two-bedroom homes at The Nicholas. Cascade Creek provides a trail corridor, while permit-controlled streets and separately priced building parking make the parking arrangement an important part of a lease.
Residential streets west of downtown
RNeighbors describes Kutzky Park through its older Craftsman, bungalow, Four-Square and cottage-style homes. Its association area runs between Civic Center Drive and Second Street SW, from Sixth Avenue to the Miracle Mile shopping area. Rochester’s older planning documents use a wider Kutzky Park district, reaching US 52 and Fourth Avenue; a property marketed with the neighborhood name may use that broader definition.
Furnished studios and itemized apartment costs
The Park, at 408 8½ Avenue NW, lists furnished studio alcoves and unfurnished one- and two-bedroom apartments, with short-term lease options. Its operator lists in-home laundry and includes cable, Wi-Fi, gas, water, sewer, trash and recycling. Heated underground parking is an add-on. The property advertises a Mayo Clinic shuttle and access to the Cascade Creek trail; its published apartment policy says no pets.
The Nicholas, at 722 West Center Street, lists studios and one- and two-bedroom homes. Its October 2026 fee schedule separates an $80 monthly property-service fee, $65 internet fee and $5 technology fee from base rent. Optional garage parking is listed at $175 per vehicle per month, and surface parking at $100. Heat, air conditioning, water, hot water, sewer, gas and trash are listed as included; residents pay electricity.
Street permits are separate from building parking
Rochester’s residential permit program covers designated streets, with standard restrictions from 8 a.m. to 4 p.m. Monday through Friday; the City links a map of the zones. Annual residential permits cost $33 per vehicle and require proof of residency, such as a current lease, plus vehicle registration. The plate number serves as the permit, so there is no physical tag to display.
The City lists temporary permits at $10 per vehicle for one to 30 days, with residency in a permit zone required. Annual permits last a year from purchase, and online payments have a $3 convenience fee. A permit does not remove seasonal or alternate-side parking rules. Vehicle or plate changes go through the City Clerk at 507-328-2900.
Cascade Creek and the seasonal tennis center
The Park apartment operator identifies direct access to the Cascade Creek bike trail. The neighborhood also has the Rochester Outdoor Tennis Center, which the City places at 400 16th Avenue NW. Rochester Tennis Connection handles its outdoor reservations, lessons and leagues; it lists a guest court fee rather than describing all play as free.
In its October 22, 2026 update, the City reported construction underway on courts 9–14, with demolition complete and base layers installed. Fencing, court coatings, net posts and nets were expected to be finished in spring.
