About Downtown

Downtown brings housing and businesses together around Phillips Avenue, the riverfront and North Dakota Avenue. Public ramps, lots and street meters have different payment rules. Downtown Library provides computers, printing and reservable rooms at 200 North Dakota Avenue.

Saturday street meters differ from public ramps

The City’s public parking page lists a standard $1.50 hourly rate during meter enforcement, Monday–Saturday, 9 a.m.–5 p.m. City parking ramps and lots are free after 5 p.m. on weekdays and all day on weekends. The Saturday exception therefore applies to ramps and lots, while street meters still require payment. Posted restrictions and private parking facilities have their own rules. These public visitor arrangements are separate from a building’s resident parking allocation.

A paid meter can still display an expired message

For the City’s text-to-pay option, the payment is logged against the license plate even if the physical meter does not update. The City lists a $0.45 convenience charge for that option. Parking questions go to 605-367-8170; the public-parking office is at City Center, 231 North Dakota Avenue.

Library computers, Sunday hours and room reservations

Downtown Library, 200 North Dakota Avenue, offers public computers, Wi-Fi, mobile printing and scanning. It opens 9 a.m.–8 p.m. Monday–Thursday, 9 a.m.–6 p.m. Friday, 9 a.m.–5 p.m. Saturday and 1–5 p.m. Sunday. The branch number is 605-367-8700.

Siouxland Libraries accepts study-room requests in person, by phone or online up to one month ahead, for sessions of up to two hours. A library card is not required; advance online requests need staff approval. Meeting rooms follow a different policy and cannot be booked for private parties, receptions or weddings. These are two different booking services, rather than interchangeable room reservations.
