Living on Capitol Hill, DC: housing, markets and neighborhood services

Rowhouse renovation rules, apartment services, Eastern Market shopping, the reopened Southeast Library and the Rumsey pool closure.

Capitol Hill includes residential blocks on both sides of East Capitol Street, the food-shopping cluster around Eastern Market and the restaurants along 8th Street SE. Hill East has its own neighborhood page for homes farther east.

Rowhouse projects and apartment services

The Capitol Hill Historic District map identifies the designated area, including its later expansions. For a rowhouse renovation, the mapped designation matters more than whether a listing uses the Capitol Hill name. DC’s historic-property permit guidance covers preservation review for permitted work affecting exterior appearance, including window replacement and additions. Routine maintenance and certain repairs have separate exemptions.

For a different housing format, The Residences at Eastern Market is an apartment community at 777 C Street SE. Its services page lists package acceptance and delivery, away-from-home plant watering, and complimentary light in-home cleaning every two weeks through its Please Assist Me service. Smooth Move services include television and lighting installation and delivery coordination. The leasing contact is 833-279-6512 for the current scope and terms. These are services advertised for this community, not features to expect in a privately rented rowhouse.

The DC renting guide explains unit licensing and registration records, while the Washington moving guide covers utility setup, school enrollment and other District services.

Eastern Market: indoor shopping differs from outdoor stalls

Eastern Market is at 225 7th Street SE. Its operator’s schedule lists the indoor market Tuesday–Saturday, 8 a.m.–6 p.m., and Sunday, 8 a.m.–5 p.m. The outdoor market runs Saturday–Sunday, 9 a.m.–4 p.m., and Tuesday, noon–4 p.m. The market is closed Monday.

The indoor food merchants and outdoor produce, arts and crafts vendors therefore do not share one opening timetable. The operator also publishes dated outdoor vendor maps, useful when returning for a particular stall. The market phone is 202-698-5253.

For another grocery option, Trader Joe’s Capitol Hill store is at 750 Pennsylvania Avenue SE, with phone 202-698-0190. Its entrance address differs from the 777 C Street residential address in the same development.

Metro access near Pennsylvania Avenue

Eastern Market station serves the Blue, Orange and Silver lines near Pennsylvania Avenue and 7th Street SE. The market hall at 225 7th Street SE is north along 7th Street from the station plaza.

WMATA’s equipment directory lists a street-to-mezzanine elevator and a mezzanine-to-platform elevator at this station, with live outage notices. The DC transport guide covers wider rail and bus connections. WMATA’s current maps show the operating rail and bus network.

Southeast Library has reopened

Southeast Library reopened on September 10, 2026, after modernization, according to DCPL’s reopening event. The current branch directory lists 403 7th Street SE, computers, printing and scanning, meeting and study rooms, and assistive technology. Its phone is 202-698-3377.

Regular hours are 9 a.m.–8 p.m. Monday–Wednesday, noon–8 p.m. Thursday, 10 a.m.–6 p.m. Friday–Saturday and 1–5 p.m. Sunday.

Rumsey pool is closed for rebuilding

Nearby Dr. William H. Rumsey Aquatic Center, at 635 North Carolina Avenue SE, has a different status. DPR’s facility notice states that it closed to the public starting October 1, 2026, for demolition and rebuilding. Its former swim timetable should not be used to plan a visit during this closure.

DPR’s indoor-pool directory lists other facilities and their schedules. For pool questions, Aquatics headquarters is 202-671-1289.

Lincoln Park and Stanton Park serve different blocks

Lincoln Park lies at East Capitol and 11th Streets. Its NPS page identifies the Abraham Lincoln and Mary McLeod Bethune memorials. Stanton Park, farther northwest between 4th and 6th Streets NE, has walkways, trees and a playground described by NPS.

Neither is an off-leash dog park. The Capitol Hill Parks pet rules require a leash no longer than six feet and removal of pet waste. These rules apply even where regular dog walkers gather.
